Eight West African countries have taken a major step towards improving how they monitor progress on the demographic dividend, with the launch of a regional digital monitoring platform in Abidjan, Côte d’Ivoire.
The platform, jointly developed by the United Nations Economic Commission for Africa (ECA) and the United Nations Population Fund (UNFPA), is designed to help Member States track the implementation of the African Union Roadmap on Harnessing the Demographic Dividend in Africa. Benin, Burkina Faso, Côte d’Ivoire, Guinea, Mali, Niger, Senegal and Togo are serving as pilot countries, testing the tool’s functionalities ahead of wider regional deployment.
The digital platform provides a standardised mechanism for monitoring, reporting and knowledge sharing on demographic dividend implementation. It will enable countries to monitor progress, collect and visualise relevant data, produce standardised national reports, identify gaps and share good practices across the region.
For West African governments, the platform addresses a long-standing need to measure actions supporting the realisation of the demographic dividend on a comparable basis. By improving indicator traceability and simplifying reporting, the tool is expected to strengthen the quality of national data and its use in public policy decisions.
The platform is organised around four main pillars: health and well-being; education and skills development; employment and entrepreneurship; and governance and youth empowerment. These areas reflect the core investments needed to turn a growing youth population into a driver of economic growth.
During the pilot phase, delegations from the eight countries are testing data entry, producing standardised national reports and analysing discrepancies between objectives and results. The feedback will be used to refine and validate an updated version of the platform before its gradual extension to other countries.
West Africa has a limited window to harness its demographic dividend, with the region having approximately 40 years to take advantage of favourable demographic conditions. The demographic dividend refers to the economic growth potential that arises when a country’s working-age population grows faster than its dependent population, provided that investments are made in health, education and employment.
For countries like Benin, the platform represents a step towards establishing a stronger regional mechanism for monitoring implementation of the African Union roadmap. By enabling better documentation of interventions across sectors, the tool could help governments align policies with the needs of their youth populations and accelerate progress towards the demographic dividend.
The pilot phase, which ran from the 7th to 9th of September, 2026 in Abidjan, marks an important milestone in the finalisation of the platform. Participants engaged in intensive hands-on exercises to test the platform’s functionalities, strengthen technical capacities and generate standardised national monitoring reports.
The success of the platform will depend on the quality of national data, regular updating and its use in public policy decisions. If widely adopted, the tool could provide West African countries with a common framework for tracking progress and holding themselves accountable on the demographic dividend agenda.
