The African Union (AU) has launched the Africa Credit Rating Agency (AfCRA), a continent-wide institution designed to provide independent, Africa-focused credit assessments and challenge the dominance of the “big three” global rating agencies in African debt markets.

AfCRA was officially launched on the 7th of October, 2026 in Port Louis, Mauritius, where it will be headquartered, alongside the 2nd Annual African Conference on Credit Ratings. The agency, developed under the AU and overseen by the African Peer Review Mechanism (APRM), will rate sovereign borrowers, financial institutions and private companies, with a mandate to cover segments of the African market that remain largely unrated.

Only 32 of 54 African sovereigns currently have public credit ratings, leaving many countries excluded from formal capital markets and reliant on costly external borrowing. African leaders have long accused Fitch, Moody’s and S&P Global—the “big three”—of systemic bias that inflates perceived default risk and borrowing costs for African economies relative to peers elsewhere.

AfCRA aims to address this by bringing a deeper understanding of African economies, markets and local context to credit assessments. By broadening access to credible credit opinions, the agency seeks to improve African countries’ access to capital markets, support investment and contribute to the development of stronger domestic financial markets.

Complementing, Not Replacing, the Big ThreeWhile the launch is being framed as a challenge to the dominance of Fitch, Moody’s and S&P, the AU has been careful to position AfCRA as a complement rather than a replacement. The agency is designed to operate independently, funded through shareholder capital and its own operations, and to provide an additional source of credit assessments with greater emphasis on local economic, political and institutional conditions.

This positioning reflects a pragmatic approach: rather than seeking to push global agencies out of African debt markets, AfCRA aims to create a more balanced ratings landscape where African perspectives are better represented. The success of this model will depend on the agency’s ability to build credibility with investors and maintain independence from political influence.

The launch of AfCRA follows nearly a decade of discussions and institutional commitment. The APRM has been working for years on the creation of an agency that assesses the creditworthiness of African sovereigns, driven by the need to tackle high borrowing costs and the “African risk premium” that many governments believe is unfairly applied to their debt.

Mauritius was chosen as the agency’s home partly due to its established financial services industry, providing a stable and credible base for operations. The agency’s launch marks a significant milestone in Africa’s push for greater financial independence and a stronger voice in global capital markets.

For African governments and businesses, AfCRA could be a game-changer if it succeeds in delivering more accurate and context-specific credit assessments. By reducing the perceived risk premium on African debt, the agency could help lower borrowing costs and unlock greater access to international capital markets.

However, the agency will need to demonstrate methodological rigour, transparency and independence to win the trust of global investors. If it can establish itself as a credible complement to the big three, AfCRA could reshape how African risk is priced and help the continent finance its development more affordably.
