China has pledged full implementation of Forum on China-Africa Cooperation (FOCAC) commitments as African leaders press for a more equal partnership in the relationship. The commitment comes amid growing calls from African countries for deeper respect for their development priorities and more balanced economic ties.
The latest FOCAC framework, adopted at the 2024 Beijing Summit, outlines a three-year action plan (2025–2027) focused on infrastructure, industrialization, health, digital economy, and climate cooperation. Beijing has since worked with the Republic of the Congo, the forum’s African co-chair, to develop a detailed timetable and roadmap for follow-up actions.
During the summit, China elevated strategic partnerships with 30 African countries and committed to aligning its development strategies with the African Union’s Agenda 2063. The African side welcomed key measures announced by President Xi Jinping, describing them as forward-looking and strategic.
African leaders have increasingly emphasized the need for partnerships based on mutual respect and shared benefits rather than traditional donor-recipient dynamics. The FOCAC process is built on the principle of non-interference and emphasizes South-South cooperation, principles that date back to the forum’s founding in 2000.
Analysts note that the new phase of FOCAC reflects a shift away from earlier “checkbook diplomacy” toward more strategic, long-term economic cooperation. As African countries negotiate infrastructure deals, debt arrangements, and investment terms, many are pushing for better transparency, local job creation, and technology transfer.
The success of FOCAC implementation will likely depend on whether both sides can deliver tangible results on jobs, trade, and industrial growth while maintaining the spirit of partnership that African leaders continue to demand.
